From Atlanta to Houston, Chef Virgil Harper Debuts New Seafood Destination Atlantic Ocean

The Toast on Lenox founder partners with chef Aliyah Watley to bring a refined, seafood-forward concept to the Washington Corridor

Houston’s dining scene is about to get a polished new addition along the Washington Corridor, where a high-profile out-of-town chef is betting on the city’s appetite for elevated seafood. Chef Virgil Harper, the Atlanta restaurateur behind the buzzy brunch brand Toast on Lenox, is making his Houston debut with Atlantic Ocean, a coastal-inspired concept opening Wednesday, April 1 at 6011 Washington Avenue in the space that previously housed Passerella.

A native of Atlantic City, Harper arrives with serious credentials. Over a career spanning more than 20 years, he has built a reputation for upscale, experience-driven dining, shaped in part by early training in prominent Atlantic City kitchens, including at the Borgata Hotel and Casino. He has also prepared meals for a range of high-profile figures, like former Vice President Joe Biden, Martha Stewart and NBA Hall of Famer Dominique Wilkins. His standing in the culinary world has also earned him recognition from industry institutions, including an invitation to participate in a James Beard Foundation dinner honoring James Hemings, the trailblazing chef who once cooked for Thomas Jefferson.

For his new Houston venture, Harper has partnered with executive chef Aliyah Watley, whose multicultural culinary perspective plays a central role in shaping the menu. With roots in Charleston and Atlanta, Watley brings a style that blends global influences—particularly Black, Spanish, French and Canadian traditions—into a contemporary approach to seafood.

“Atlantic Ocean was created to deliver a dining experience where every detail feels intentional, from the quality of the seafood to the warmth of the service and the atmosphere around you,” said Harper, in a press release. “Houston’s dynamic food culture makes it the perfect home for this concept, and we’re excited to share a menu that respects seafood traditions while bringing a fresh, creative perspective.”

The result is a menu that stretches beyond standard coastal fare. Among the standouts are Moroccan lamb chops with sweet potato purée and lemon pepper tiger prawns; grilled branzino with chimichurri and citrus mojo; lobster pasta with butter-poached claw meat and white wine; and Dover sole with Meyer lemon beurre blanc and crispy capers.

Desserts play with form and familiarity—carrot cake reimagined with white chocolate, and deconstructed cheesecake. Behind the bar, the beverage program follows a similar philosophy. Classic foundations are reworked into something more transportive, from a spin on the sidecar to tropical-leaning cocktails like the eyecatching Bom Dia with Chinola and mango, rimmed with Tajin, alongside wine, beer, and zero-proof choices.

The restaurant itself is positioned as a destination space. At more than 5,000 square feet, Atlantic Ocean can accommodate more than 200, with additional private dining capacity aimed at events and special occasions. The scale—and the attention to atmosphere—suggest a concept designed not just for dining, but for lingering.

But Atlantic Ocean isn’t positioning itself as a special-occasion-only destination. A weekday happy hour signals a more accessible entry point, with a lineup of seafood-forward bites and drink specials designed to draw both after-work crowds and neighborhood regulars. From 5 to 7 p.m. Wednesday through Friday, guests will find a slew of happy hour specials like $5 seafood gumbo, $1.50 char-grilled oysters, and $16 garlic butter crab claws, alongside $7 wines by the glass and $8 cocktails. Midweek, Wine Down Wednesdays will give guests reason to venture in with half off all bottles of wine all day.

Reservations are now open for dinner service, Wednesday through Sunday from 5 to 10 p.m. with brunch expected to follow in the months ahead.
